The Five-Year Plan provides a framework with three complementary components for use of the Advancing a Healthier Wisconsin endowment funds:
This broad framework is designed to recognize the critical role each of the three components serves in striving for the vision of improving health for the people of Wisconsin.
The document links below provide the first approved Five-Year Plan prepared by the Medical College of Wisconsin and the MCW Consortium on Public and Community Health for the period of 2003-2008. This plan guides the use of the Blue Cross Blue Shield conversion funds endowed at the Medical College of Wisconsin. The section of the plan titled "MCW Public and Community Health Partnerships" provides the original plan framework for the component that has become known as the Healthier Wisconsin Partnership Program.

The second Five-Year Plan, for the period of 2009-2014, is currently under development. An opportunity for public input will be available during the fall of 2007, which will then be incorporated into a draft version of the document in the first half of 2008. The final plan is anticipated to be released by the end of 2008. View the Five-Year Plan development timeline (subject to change).
