Paula A. Lucey, RN, MSN

Paula A. Lucey is President of Lamplighter Consulting, providing strategic guidance for community development initiatives.  As the immediate past Director of Health and Human Services for Milwaukee County and one of Wisconsin's leading advocates for urban health and special health care needs of the poor, she helped develop and continues to implement Milwaukee County's General Assistance Medical Program, a safety net of medical care to over 25,000 Milwaukee County residents.

The program, nationally recognized as a model for the care of the uninsured, was developed with broad community involvement. It drew on Lucey's leadership skills as she served as an advocate for the clients served and as a facilitator who secured the support and participation of health care providers throughout the county.The program she helped develop for Milwaukee County is essentially the only county-based program in Wisconsin to provide such an extensive safety net program for its citizens.

Under Lucey's leadership, the countywide paramedic program she administered formed partnerships with 19 communities within Milwaukee County. She also implemented an employee wellness program for all Milwaukee County employees, and administers a Community Access Project grant awarded by the U.S. Public Health Services Health Resources and Services Administration. It is one of 23 grants awarded nationwide.

Prior to her appointment as director of all health programs in Milwaukee County, Lucey was an administrator for John L. Doyne Hospital, Milwaukee County's public hospital. She chaired the team planning patient and employee transition when the hospital closed and sold its services to Froedtert Hospital.

Lucey received her undergraduate degree in nursing from the University of Wisconsin Milwaukee, and her Master of Science degree in Nursing from Marquette University. She served a Nurse Executive Fellowship at the University of Pennsylvania's Wharton School of Business and is currently serving an Executive Nurse Fellowship through the Robert Wood Johnson Foundation.
