Responsibility for recommending the appointment of candidates to the Voluntary Faculty and the responsibility for recommending promotions in rank of Volunteer Faculty rest with the Chair of the Department to which the appointment is made. The impetus for such recommendations should be the needs of the Department and the candidate's desire and ability to advance the education, research, patient care and community service missions of MCW. Candidates should be appointed to the Voluntary Faculty on the basis of their commitment to assist with the three focus areas of teaching, collaborative research, and patient care.

The appointment procedure for Volunteer Faculty is set forth in the Information for Faculty handbook, section 2.3, Part-time Faculty and Volunteer Faculty.

Appointments to the Voluntary Faculty do not provide tenure or tenure-earning status. Volunteer Faculty are not considered employees of the Medical College of Wisconsin (MCW), but they are subject to MCW policies, including those addressing: (1) maintaining and retaining records; (2) admitting and referring patients; (3) advertising and marketing services; (4) billing and coding for services; (5) negotiating grants and contracts; (6) providing a safe working environment; (7) complying with licenses and permits; (8) protecting the confidentiality of patient, business, and personal information and (9) complying with all laws governing federal-and state-funded health care programs and the requirements of third-party payors.

Appointments to the Volunteer Faculty are without term and may be terminated at any time by either the Volunteer Faculty or MCW, with or without cause, upon written notice. Appointments to the Volunteer Faculty will be evaluated for renewal no less frequently than every three years. A Volunteer Faculty appointment which is not renewed within three years after being granted is deemed terminated without the need for notice or other action by MCW. The procedure for evaluation for renewal shall be the appointment procedure for new Volunteer Faculty appointment.

The process for evaluation of candidates for appointment to and promotion on the Volunteer Faculty requires the Chair to conduct an evaluation of the candidate. The Chair shall prepare and forward to the Office of Faculty Affairs the Evaluation for Appointment, Reappointment or Promotion form which contains the Chair's recommendation (Exhibit A). Included within the Chair's recommendation letter shall be:

  • Present and expected future role(s) of the candidate in the advancement of the missions of MCW;
  • Justification for the Chair's recommendation based on Department standards for performance and contribution; and
  • Chair's statement(s) and specific recommendation

The recommendation may include additional information about the candidate for Volunteer Faculty at the discretion of the Chair. The following guidelines for appointment and promotion provide only a starting point for candidate evaluation. Final decisions will be based on consideration of all information provided.
